Fast-forward 1 year for the final battle

One year has passed since your war against the Council began. Standing in the grand Citadel Council Chambers, you survey what remains of the galactic government's leadership. The once-proud representatives kneel before your seven-and-a-half-foot divine form, utterly defeated after watching their fleets and armies crumble before your overwhelming might.
"The terms of surrender are non-negotiable," you announce, your voice echoing through the chamber. "Your species will be transformed according to my specifications. Those who accept transformation willingly will be treated with dignity. Those who resist..." You let the threat hang in the air, unnecessary to complete.
Fleet Admiral Gion stands beside you, her metallic pink hair gleaming under the chamber lights, her enhanced figure showcased in her ceremonial uniform. "The transformation protocols are ready, Goddess," she reports, her voice carrying the harmonic undertones of her neural enhancements.
"Excellent," you reply, turning to the Turian Councilor. "Your species fought bravely. For that, you earn the honor of military service after transformation."
The Turian bristles, mandibles flaring with impotent rage. "We would rather die than submit!"
"That was never an option," you respond coolly. You activate your Servant Gun, now modified and amplified to planetary scale through Maxine's enhancements. "Begin with the Turians."
Gion activates the command sequence. Across Palaven and all Turian colonies, the transformation wave spreads. On the monitors surrounding the Council Chambers, you watch as the proud Turian military transforms. Males and females alike shift and change, their plate-like carapaces softening into smooth skin, their angular features rounding into human female beauty. Their height remains impressive, most standing near six feet tall, with enhanced curves and military discipline intact.
"The Salarians next," you command, watching with satisfaction as the transformation spreads across Sur'Kesh. The quick-talking amphibians transform into buxom human women with vacant expressions, their vast scientific knowledge locked away except when needed for childcare duties.
"Please," the Asari Councilor Tevos begs, "spare my people this indignity."
You approach her, towering over her kneeling form. "Your people will retain their identity, Tevos. Consider it a reward for producing such excellent servants." You stroke her crest, making her shudder. "You will be transformed, but remain Asari in appearance – with enhancements."
The transformation wave sweeps over Thessia. Asari everywhere gasp as their bodies change – breasts expanding, waists narrowing, hips widening. Their biotic abilities fade, replaced by magical potential that dwarfs their former powers.
"The Quarians," you continue methodically. On the monitors, you watch the Fleet transform. The suited figures convulse as their immune systems repair, their hands and feet reshape from three digits to five, and their backward-bending knees straighten to human configuration. One by one, they remove their helmets, breathing unfiltered air for the first time in centuries.
"The Krogan breeding program begins now," you announce. The transformation spreads across Tuchanka, changing the massive reptilian warriors into fertile human females with maternal instincts replacing bloodlust. "Let the Salarian nannies be assigned to their new Krogan mothers."
The minor races follow quickly – Elcor, Drell, Volus, Hanar, and Raloi all transform into human females with enhanced figures and programmed loyalty.
"The Geth have been successfully captured and placed in stasis," Victoria reports, appearing on a holographic display. "They await reprogramming as smart AIs for military and government functions."
"Excellent," you reply. "And the Keepers?"
"Unchanged but under constant surveillance," Victoria confirms. "All transformation protocols have been successfully implemented. The galaxy is yours, Goddess."
You turn to the transformed Council members – now all beautiful, busty human women except for the enhanced Asari Tevos. Their gold-ringed eyes gaze up at you with programmed adoration.
"Rise," you command. "You will serve as my administrative core for this galaxy. Each of you will oversee the integration of your former species into my empire."
They stand on shaky legs, bodies still adjusting to their new forms.
"The Mass Effect galaxy is now mine," you announce to no one in particular, a satisfied smile playing on your lips. "Let the era of transformation begin."
