Standing in the grand Citadel Council Chambers, you survey your newly conquered domain with satisfaction. The transformed Council members wait attentively before you, their gold-ringed eyes watching your every move with programmed adoration.

"It's time to establish the new order of this galaxy," you announce, your seven-and-a-half-foot divine form commanding absolute attention. "First, the Quarians shall have their homeworld returned to them."

You turn to Dr. Maxine Reed, who stands nearby in her lab coat that barely contains her enormous enhanced breasts. "Begin terraforming operations on Rannoch immediately. Make it compatible with their new biology while preserving their cultural landmarks."

"Of course, Goddess," Maxine responds eagerly. "I've already prepared the terraforming protocols. With the Quarians' transformed physiology no longer requiring specialized environmental conditions, we can optimize the planet for their comfort while maintaining its essential character."

You nod approvingly. "The Krogan homeworld, Tuchanka, will also be terraformed. Transform those radioactive wastelands into fertile plains capable of supporting their new human forms, with special attention to creating nursery facilities for their breeder transformation."

"What about the Salarians, Goddess?" asks the transformed Councilor Valern, now a buxom human female in a revealing outfit that emphasizes her curves.

"Relocate them to serve as nannies and nursemaids to the Krogan breeders," you command with a cruel smile. "Their intelligence-locked minds will retain just enough knowledge to care for children properly, while forever aware of what they've lost."

Valern winces visibly despite her programmed devotion, the memory of her former brilliant mind a constant torment.

"All other transformed races, except the Asari, will be fully integrated into my empire," you continue. "The Turians' military discipline makes them perfect additions to our armed forces."

Councilor Sparatus, now transformed into a statuesque female with military bearing, stands straighter. "Thank you, Goddess," she says, unable to hide the flicker of shame beneath her devotion.

"The Asari will remain on their worlds," you decide, turning to the enhanced Tevos whose voluptuous blue form now boasts impossibly perfect curves. "Your species produced such excellent servants that I'll allow you to maintain your cultural identity—under my absolute rule, of course."

Tevos bows deeply, her enormous breasts straining against her revealing ceremonial gown. "We are eternally grateful for your mercy, Goddess."

You turn back to Maxine. "I want you to study the Citadel and mass relays thoroughly. Learn everything about their construction and function. I want to be able to reproduce them at will."

Maxine's eyes light up with scientific excitement. "A fascinating challenge, Goddess! I'll begin immediately."

"Why such interest in outdated technology?" Fleet Admiral Gion asks, her metallic pink hair gleaming as she approaches. "Our slipspace drives are far superior."

"The Citadel is the control center for the entire mass relay network," you explain, running your hand possessively over a nearby console. "Complete control and understanding means nothing in this galaxy happens without my knowledge or permission. If necessary, I could build an upgraded version that serves our purposes even better."

You pace the chamber, your plans unfolding. "The mass relays will be maintained for civilian and commercial use, while slipspace drives remain exclusively for government and military vessels. This creates a two-tier transportation system that ensures our dominance."

Victoria, appearing via hologram in her immaculate business attire, nods in understanding. "By controlling where mass relays are placed and having the ability to deactivate them at will, we control all galactic traffic patterns."

"Precisely," you confirm with a smile. "And due to the inherent mass limitations of element zero technology, civilian ships using mass relays will never approach even our smallest military vessel in size or capability. A perfect system of control."

You sit on what was once the Council's main platform, now your imperial throne. "The galaxy is ours to reshape as we see fit. Let the restoration and integration begin."

All around you, your transformed servants bow in perfect submission, ready to implement your vision of a transformed galaxy.
