Chapter 23 - The Scapegoat

Five minutes later, he opened another drawer, retrieved a stack of pale yellow parchment, a goose quill, and ink, and began writing quietly. He filled three sheets before stopping. After letting the ink dry, he carefully rolled them up and tucked them into his sleeve. He closed the window and left the room.

Dodging Varys's gaze, Drogon saw him enter another room. The window there faced the sun directly, making it too exposed, so Drogon didn't follow.

Varys didn't stay long inside. He emerged, surveyed the small courtyard, locked the gate, and departed.

Drogon followed at a distance. Only when Varys had walked far away did he return to the courtyard, break the window of the Male Warlock's room, and pull out the paper and quill. He needed to write a letter to Varys. As a voiceless dragon, this was his only means of communication.

Fortunately, the Dragon Clan's vast heritage had granted him the ability to understand multiple languages and read written text. Writing, however, he had to learn from scratch.

The Common Tongue's alphabet resembled English, making writing relatively easy. The parchment felt soft, like writing on damp rice paper.

After ruining two sheets of parchment, Drogon finally finished writing his crooked letter. Just as he was about to put the writing materials in his backpack, he suddenly remembered Shireen, that sweet girl. He grabbed another sheet of parchment and wrote two more lines.

Instead of putting the remaining parchment in a drawer, he left a few sheets aside for later. He then put the quill and inkwell in his backpack, closed the broken window, and set off in pursuit of Varys.

He didn't have to fly far before spotting Varys strolling leisurely. Following him, Drogon arrived at a modest courtyard beneath the northern wall of King's Landing, where Varys opened the gate.

Drogon surveyed the courtyard, finding no one else present. While Varys entered the house, he quickly placed the written message on the stone table.

With the parchment set, he hid in the branches of a large tree by the road outside the courtyard and watched silently.

He didn't have to wait long. A quarter of an hour later, two messenger ravens flew out of the window in succession. Varys followed shortly, carrying three rolled-up parchments still bearing the marks of wax seals.

Head bowed, he walked along, reading the contents of the parchments. Just as he was about to enter another room, his peripheral vision caught the parchment on the stone table.

"Hmm?" Varys frowned, staring at the parchment. He didn't rush forward, instead casting a wary glance around. Drogon quickly hid his small head behind the dense foliage.

Finding nothing, he approached the stone table and picked up the parchment.

The contents made his blood run cold. A few lines of crooked, illegible letters caused a fine layer of sweat to bead on his forehead.

Since acquiring his "little birds" and extending his reach across the Four Continents, he hadn't felt such vulnerability—like being stripped naked and put on display.

Holding the thin parchment, he scanned his surroundings again. His long-held confidence in his control over the continents had been shattered. He no longer trusted his "little birds" as he once had, and a trace of fear toward the message's author lingered.

The letter contained details about him that he had never shared with anyone—some were even mere intentions he had yet to act upon. Yet here they were, written on the parchment as if copied directly from his mind.

King's Landing wasn't unaware of Daenerys's three dragons. He had reported this to the new king, Joffrey, and even mentioned it to the Imp, Tyrion.

But the information he provided them was incomplete, vague, and delayed.

The authorities in King's Landing only vaguely knew that Daenerys had hatched three dragons, and they had no clear understanding of their size or appearance. According to the records, dragons take three to five years to grow to a usable size after hatching. To be used in battle, they must first be tamed and recognized by a dragon knight, who can then ride them.

Therefore, this information might not have been a cause for concern in King's Landing. Even if they were worried, hearing that Daenerys was thousands of miles away in Qarth, they would have had no time to hunt dragons.

The parchment not only claimed he had concealed detailed information about the dragons but also stated his intention to seek a new master—Daenerys—to whom he planned to pledge his loyalty.

He had only confided his ambitions in the dungeon to someone as upright and stubborn as Eddard Stark. Given his nature, he would never have revealed such secrets to anyone else, nor would he have had the opportunity to do so.

The parchment even claimed he planned to help the Imp, Tyrion, escape King's Landing and recommend him to serve Queen Daenerys. This was a plan he hadn't even finalized himself; at best, it was a future possibility.

For he hadn't completely abandoned King's Landing and hadn't finished evaluating Daenerys. She remained merely his backup queen for the time being.

Yet, if he truly pledged his loyalty to Daenerys, given his high regard for Tyrion, he would almost certainly take Tyrion with him to achieve his grand ambitions.

But how could the sender know what he was thinking before he had even formed the thought himself?

Fear quickly turned to anger. The first person he suspected of leaving this note was Littlefinger Petyr, a truly insidious man whose ability to manipulate hearts surpassed even Varys's own. Only Littlefinger could possibly fathom his inner thoughts; no one else on the Four Continents could.

Littlefinger's intentions were crystal clear: he must have learned of his plan to secretly spirit Sansa away from King's Landing and was using this note as a threat.

That despicable, shameless little man... Varys had never considered himself a good person, despite his lifelong efforts to realize his grand ideals, which had yielded only negligible results.

He had also committed many wrongdoings, especially after being castrated in Pentos. Even now, he felt ashamed when he recalled them.

Though not a good man himself, he still admired good people and loathed evil ones. Otherwise, he wouldn't have tried so hard to persuade Eddard Stark to acknowledge Joffrey's rightful claim to the throne while Eddard was imprisoned in the dungeons, all in a bid to save his life. Nor would he have shared his grand ideals so openly when Eddard asked him what he truly wanted.

His most hated enemy was none other than Littlefinger, even more so than that madwoman Cersei.

After calming down, Varys began to consider his options. If the contents of the letter were reported to Joffrey or Cersei, they would never let him off the hook. Moreover, given his recent failures in intelligence gathering, Joffrey and the others would undoubtedly believe every word.

His only recourse would be to seek refuge with Daenerys, the Mother of Dragons. He wasn't sure if he could escape King's Landing successfully by then.

Littlefinger's letter was more than just a threat; it must have another scheme in mind, one that required his assistance. The mere thought of it gave him a headache.

*Must I abandon King's Landing entirely?* Varys asked himself.

Yet, now was not the time to go to Slaver's Bay. The Mother of Dragons' true motives for slaughtering her masters to acquire the eight thousand Unsullied remained unclear. Though she had freed the Unsullied and abolished slavery in Astapor, these might merely be pretexts to secure the Unsullied.

He would wait, watch what Littlefinger wanted from him, and observe Daenerys' attitude toward the two hundred thousand bed slaves in Yunkai.
