Chapter 78 - Finding Something to Do

Daenerys fully acknowledged the Second Sons' exceptional skill in gathering intelligence. She nodded and said, "One thousand men are too few. I will give you another thousand Unsullied to ensure Astapor remains secure."

"Yes, my Queen!" Daario accepted his orders.

After arranging things with Daario, Daenerys turned to Tyrion with a smile and asked for his advice.

Tyrion had assumed he was only there to observe. He hadn't expected Daenerys to consult him, but he had been pondering a solution to the crisis all along. After a moment's thought, he said, "I believe the local Great Masters would know the Harpies' situation best."

Reminded by Tyrion, Daenerys finally remembered Hizdahr, the Meereenese Great Master who had repeatedly petitioned her. She turned to Grey Worm and commanded, "Have Hizdahr brought to me. I need to speak with him!"

After giving Grey Worm his orders, Daenerys looked back at Tyrion. He didn't hesitate this time and continued, "The main reason the former slaves of Meereen revolted was that Your Majesty executed the hero in their hearts."

"They only know that Your Majesty executed Myscelo for secretly killing a Son of the Harpy, but they cannot understand Your Majesty's reasons. We can find people who are respected among the Free Folk and who also understand Your Majesty's actions to proclaim Myscelo's crimes and spread the word of Your Majesty's achievements in liberating Meereen."

"At the same time, we should proclaim that both the New Freedmen and the Great Masters are now Your Majesty's subjects, and that any mutual killings will be punished by law."

*Ideological education, impressive!* After hearing Tyrion's suggestion, Drogon silently gave him a thumbs-up.

Daenerys nodded as she listened, fully agreeing with Tyrion's proposal.

The conflict and hatred between the Great Masters and the New Freedmen had long existed. Even if this riot were forcibly suppressed, similar small conflicts would still arise in the future. Tyrion's suggestion could gradually resolve their contradictions and establish the importance of the law in their hearts.

Daenerys completely adopted Tyrion's suggestion and put Jorah in charge of the matter.

After instructing Jorah, Daenerys smiled at Shireen, wondering if the young girl from House Baratheon could offer her a good suggestion.

Seeing Daenerys look at her, Shireen grew tense. After a moment's hesitation, she said, "I... I think Drogon could have the other two dragons fly over the riot area. That might stop them from fighting each other."

Shireen had long known from books about the deterrent power dragons held over ordinary people, and on her way to the pyramid, she had also seen the fear the residents of Meereen felt toward them.

If the dragons hovered over the rioting crowds, she couldn't believe the New Freedmen would still be able to fight the Great Masters with any peace of mind.

Speaking of deterrence, it would be even more effective if Drogon appeared in his adult form, but Shireen knew Drogon was no ordinary dragon and probably wouldn't be willing to do such a thing.

And while the other two dragons were much smaller than Drogon's adult form, they were more than enough to serve as a deterrent.

When Shireen finished speaking, everyone's eyes lit up as they immediately grasped the effectiveness of dragon deterrence.

With dragons watching from above, not only the New Freedmen and Great Masters but even the people present and others wouldn't dare to fight.

*Finally, those two gluttons have something to do.* As for Rhaego and Viserion, it was a lie for Drogon to say he wasn't envious of them. All day long, besides completing the training tasks he assigned, they did nothing but eat, sleep, and occasionally digest their food by flying around Meereen.

*Nothing like me,* Drogon thought bitterly. *Rushing from one place to another, worrying about this, bustling about that... Is this how a dragon is supposed to live?!*

But what choice did he have? It was all for survival!

Ever since he'd personally experienced the Male Wizard's bizarre movements, witnessed his own death in the Illusion, and guessed the Gods' conspiracy, Drogon had been forced to scurry about to save his own hide.

Perched on Daenerys's shoulder, Drogon nodded to Shireen, approving her suggestion.

After Shireen finished speaking, Daenerys's first thought wasn't whether the suggestion was feasible, but rather that Shireen and Drogon seemed remarkably close. *When did they meet? How could I not know about it?*

Just as she was lost in thought, she realized everyone in the Council Chamber was staring at her, waiting for her to agree with Shireen's proposal.

Snapping back to reality, she quickly nodded. "This is a great idea. After all, they have nothing better to do!"

Drogon: [...]

Hearing her suggestion accepted, Shireen was momentarily thrilled. Seeing Daenerys look at her again, as if asking for further ideas, Shireen misunderstood and shook her head. She actually had other thoughts, but unsure if they were right, she didn't dare say them aloud.

Drogon knew the riots outside were raging. After hearing Shireen's suggestion, he flew out of the Council Chamber and found the two other dragons soaring carefree outside the city.

When Rhaego and Viserion saw Drogon, they initially thought he wanted to fight them again. Only after Drogon flew beside them and communicated with a series of gestures and roars did they understand what he wanted.

With a powerful beat of their wings, they soared over Meereen. After circling the city, they spotted the most violent clashes and dove straight down.

The two factions, locked in brutal combat with stones and fists, suddenly cried out in alarm. They looked up to see a colossal shadow descending upon them from the sun.

Terrified, they scrambled to the ground, narrowly escaping the dragon's talons.

Once they regained their footing, they were bewildered. Why were the dragons, who had never attacked humans before, suddenly assaulting them?

But as soon as Rhaego swept past, the two sides resumed their fight. Enraged to see the violence restart the moment she had left, Rhaego nearly unleashed a torrent of dragonfire.

This time, she didn't just fly past. She landed directly in the midst of the crowd and unleashed a deafening roar that shook the very earth.

Seeing the dragon's fury, the New Freedmen and Great Masters forgot their fight and fled as far as they could.

Only when the crowds dispersed did Rhaego fly to another gathering spot to continue terrorizing the brawling New Freedmen and Great Masters.

After Drogon explained the mission to the two dragons, he returned to the Council Chamber, where Daenerys was already issuing orders.

"Ser Jorah, you will lead five hundred Unsullied to guard the Academy pyramid. Ensure its safety and minimize the impact of the riots on its construction."

"The one thousand Second Sons are temporarily under your command. Your mission is to gather intelligence on the Sons of the Harpy within the city."

"Yes, Your Majesty."

After Jorah accepted his orders, Daenerys turned to Grey Worm. "Grey Worm, you will station one thousand Unsullied on Meereen's walls during the day and two thousand at night. The rest will suppress the riots and maintain order in the city. If a riot cannot be quelled peacefully, use force to suppress it and arrest the ringleaders."

"Patrols within the city must consist of five to ten men. Do not act alone; do not give the Sons of the Harpy any opportunity. If you spot a Son of the Harpy, capture them if possible. If not, kill them on the spot!"
