After dealing with Chang Feng, Lord of Agni Kai, the issue of how to handle the Dai Li became the next major headache.
For a unit that had essentially committed outright betrayal, Kahn felt the best approach was either to wipe them out as a warning, or disband them and scatter them across various generals' armies to prevent further collusion.
In short, they absolutely could not remain in the palace.
However, the Earth King had a very different opinion.
He insisted the Dai Li had only listened to Chang Feng because he had appointed Chang Feng as their leader.
As long as he reclaimed command of the Dai Li personally, he believed he could manage them without issue.
And since the Earth Kingdom couldn't easily assemble another elite force on par with the Dai Li, he was extremely reluctant to dissolve them.
Kahn didn't comment on the Earth King's decision.
The Dai Li were elite Earthbenders, yes—but their aura was more like a Fire Nation strike force: cold, ruthless, and feral.
If Azula had chosen to keep them and take command, he wouldn't bat an eye.
He was sure Azula could crush their spirits without trying, and make them follow her willingly.
If the Dai Li were beasts, then Azula was the apex predator—the undisputed queen of predators.
And beasts always followed the strongest.
That strength wasn't just physical power, either.
It was presence. It was intimidation. It was dominance. Kahn knew he personally couldn't keep the Dai Li in check, which was why he preferred wiping them out or scattering them.
And he certainly didn't believe the Earth King could control them.
The Earth King wasn't as useless as Kahn had initially assumed, but compared to Azula or even Ozai, he was like a sheltered student raised in an ivory tower—naive to the point of foolishness.
Letting the Earth King control the Dai Li was like letting a sheep command a pack of wolves. If he wasn't eaten alive, it would be a miracle.
Unfortunately, the Earth King displayed the typical Earth Kingdom stubbornness—unyielding as stone.
"I… I… I am the Emperor of the Earth Kingdom! I have the right to decide how to handle my troops!"
He stared at Kahn with what he probably thought was determination, though the tremor in his voice betrayed his fear.
For the first time in his life, the Earth King had been handled so roughly, and he now carried a psychological shadow whenever he saw Kahn.
Kahn found the whole thing both annoying and amusing.
What was he even being stubborn about? Whatever. If the Dai Li rebelled again, it wouldn't be his problem.
This idiot was beyond saving.
So Kahn left the palace and headed to the outer city of Yonggu City to watch the commotion.
The five generals of the Council of Five were gathered there, discussing how to carry out their attack against the Fire Nation on the Day of Black Sun.
But currently, the war room was silent.
The five generals looked at their old acquaintance with a mix of tension, discomfort, and dread. They had never expected to meet him again like this.
Iroh, now a member of the Avatar Team, was responsible for working with the Council of Five, while Zuko followed him to learn.
Iroh scanned the generals, chuckled, and scratched his head.
"General Hao, General Fang… it's truly been many years. Back then, we were at odds. I never imagined we'd meet again as allies. Life is strange. Please continue to guide me."
"General Iroh, the same to you. Please guide us."
The five generals replied quickly, not daring to show even a hint of disrespect.
Iroh could smile. They could not.
As front-line commanders who had repeatedly faced the Fire Nation, they had met General Iroh many times.
Calling those encounters "at odds" was the politest possible description.
The legendary "Dragon of the West" was undefeated, a general who crushed everything in his path.
They, meanwhile, had been stepping stones in his long trail of victories.
All five generals had been beaten by Iroh at some point. Some still felt their knees weaken at the sight of him. He was a nightmare from their past they would rather forget.
Iroh had once led his army all the way to Yonggu City, breaking through the outer city and nearly unifying the world.
Even though the Earth Kingdom had eventually stopped him, they knew how close to defeat they truly were.
If Iroh hadn't lost the will to continue fighting, they doubted they could have held out.
By comparison, the Fire Nation under Ozai's rule was far less terrifying. They still fought hard, but the pressure was nowhere near what Iroh alone had brought.
To the Council of Five, Iroh was far more frightening than Ozai himself.
"We plan to use General Fang's base as the primary battlefield," General Hao reported cautiously. He was terrified of embarrassing himself or the Earth Kingdom in front of Iroh.
But soon, they realized something new.
Iroh, for all his kindness, possessed extraordinary military insight.
His understanding of the Fire Nation's strategy and weaknesses was unmatched. Every comment he made hit the mark perfectly.
And because of his reputation, no one dared to challenge him. Communication flowed effortlessly.
After watching for a while and seeing things proceed smoothly—with Zuko absorbing everything like a sponge—Kahn returned to the city.
Originally, he had planned to use his free time to visit the two remaining dragons at the Ancient Sun Warriors ruins.
But he felt uneasy leaving only Iroh and Zuko to handle things here.
With nothing urgent at the palace—and no desire to see the Earth King again—he stayed home to review Earthbending.
Still, with Iroh and Zuko both busy, he was the only one idle at home, which felt painfully boring.
Fortunately, Toph came back far sooner than expected.
"Aren't you going to stay longer with your parents?" Kahn asked.
"My parents didn't even come to Yonggu City. Two idiots tried to kidnap me and drag me back!"
Toph huffed.
The letter she'd received wasn't from her parents at all.
It was from her old Earthbending teachers and the underground arena host—hired by her father to pretend to be her parents and lure her into a trap.
"Good thing I learned Metalbending, or those two idiots would've caught me!"
"I locked them in an iron cage immediately. Hope someone finds them soon, or they'll be sitting in their own shit."
Toph smirked smugly.
"Uh…"
Even now, Kahn still wasn't used to seeing such a cute little girl constantly picking her toes, digging her nose, and cussing like a sailor. It was all… very vivid.
Still, with Toph back, Kahn was no longer bored. Every day he sparred with her, went shopping, and checked in on Iroh and the Council of Five. Life was pretty pleasant.
But one day, Kahn received a summons.
"The Earth King wants to see me?"
That was… annoying.
