Chapter 320 - One Year Later, the Superhuman Registration Act

2013 arrived quietly. As time passed, even the massive shockwaves of the alien invasion gradually began to subside.

The devastated streets of downtown New York were slowly being restored to their former state.

Inside Lin's Technology Park, in Lin Feng's luxurious mansion, he idly twirled a pen while listening to the report from the blonde, blue-eyed beauty beside him. This was Red Queen's third body, and compared to the first generation, the third had become far more realistic, almost indistinguishable from a human.

"Boss, the person you asked me to keep an eye on has appeared. Spider-Man has surfaced. Based on our current information, he is indeed the Peter Parker you mentioned," Red Queen replied with meticulous accuracy.

"Add him to the street-level hero files," Lin Feng said immediately.

He frowned. Spider-Woman had appeared long ago, and he had originally thought that her existence might have prevented Spider-Man from ever emerging. Yet, to his surprise, he had still become Spider-Man according to the original script.

He had still been chosen by the Spider Totem, not as an ordinary person, nor had he transformed into some spider-monster or lizard-man after being bitten by a spider.

None of these possibilities came to pass; in the end, he became Spider-Man.

This was intriguing: two Spider Totems had emerged in a single timeline.

Over the past year, Lin Feng had personally intervened less and less, preferring to operate from the shadows. However, his Homelander persona remained highly active in the world.

Using Faith Power and the laws revealed by his War Godhood, he had created a Faith Clone of Homelander, essentially generating a duplicate of himself.

Since then, all Homelander-related incense offerings had flowed to the Homelander Clone instead of him.

In just one year, the Homelander Clone's power had surged dramatically, now only one tier below his original self. This strength surpassed that of current figures like Thor.

This was merely the result of one year's effort. Given a few more years, it was possible this Homelander Clone might even surpass Lin Feng's original self in reaching the Celestial Father-level.

It was no wonder so many Gods chose the path of faith-based deification; it was truly rapid.

Lin Feng was already fast at leveling up with his System-powered cheats, but compared to his Faith Clone, he was still slow. To enhance the Faith Clone's strength, he had to send his Homelander Clone on missions to fight evil and eliminate villains.

Each of his actions increased the group of followers—who were essentially believers—by a considerable amount.

In other words, the more actions he took, the faster his strength grew!

While his main body didn't need to act directly, he still benefited. Although he couldn't share the direct strength gains, the insights into the path of Godhood that the Homelander Clone gained as its power grew were shared with Lin Feng.

After all, the true Godhead resided within him.

However, out of boredom or as a precautionary measure, he began establishing a clandestine organization called the Foundation.

The Foundation created files on all kinds of superheroes and supervillains. If Lin Feng deemed them a threat to the world, he would dispatch agents to contain them, even considering personally intervening if necessary.

The Foundation was still in its early stages, primarily relying on Extremis Virus Soldiers. While they could handle ordinary supervillains, they were no match for truly formidable threats.

The true elite forces were only Lin Feng's main body and the Homelander Clone.

But that was enough.

"Boss, crime rates have surged recently due to Chitauri technology. An organization has begun trafficking weapons modified with Chitauri tech. Their leader is a man named Vulture," Red Queen reported with her usual meticulousness.

"Now that Spider-Man has appeared, it's only natural that Vulture would show up too," Lin Feng mused, stroking his chin.

Vulture was the main villain in the first Holland Spider-Man movie and also Peter Parker's father-in-law. He had secretly scavenged Chitauri weapons and become a small-time arms dealer, selling them to criminal gangs for cash.

"What a talent!" Lin Feng exclaimed.

Vulture's team, using such crude equipment, had managed to hand-craft decent equipment. It was a testament to their absurdly high practical skills.

The laws of this universe were peculiar. Many grassroots geniuses could create truly outrageous equipment through sheer handiwork.

After the Chitauri's defeat, all their Leviathan ships, aircraft, and equipment suddenly lost contact and crashed to the ground.

Though Lin Feng wanted to mock these aliens for not being able to fight independently after losing their network connection, this disaster proved immensely beneficial to Earth.

Nations went wild dividing up the alien weaponry.

Even a superpower like the United States couldn't hoard it all, facing pressure from nearly every country on Earth.

Most major powers received a share, while the five permanent members of the UN Security Council jointly claimed the largest portion, with the US taking the lion's share.

Beyond government agencies, numerous organizations also obtained vast quantities of samples. Most were prominent groups with established reputations in the underworld, such as S.H.I.E.L.D., Hydra, the Eastern Divine Spear Bureau, the Ten Rings Gang, and so on.

However, few managed to reverse-engineer complete, functional products like Vulture, who had painstakingly assembled his device from scratch.

One could only say, this was another prodigy who had strayed onto the path of evil.

Lin Feng's Lin's Technology certainly had quite a few samples on hand.

"Boss, should we recruit them into the Foundation? The Foundation could really use such talent," Red Queen suggested.

"Let's wait and see. If I keep taking them in, this place will become a villain's headquarters," Lin Feng said with a wry smile.

Currently, Ivan Vanko was helping him continuously produce and improve his mechanical soldier army. Especially after Lin Feng had goaded him with Tony Stark's achievements, Vanko was working desperately to surpass him.

Tony Stark, despite juggling multiple projects, was making surprisingly good progress. He had even managed to keep pace, producing products that were roughly comparable.

Stark's creations were more refined, while Vanko's were somewhat crude and bulky, though their performance was equally impressive.

Meanwhile, Professor Connors was helping him refine the Extremis Virus, which had already reached its third generation. Compared to the original version, this iteration created stronger, more emotionally stable, and safer Extremis Virus Soldiers.

If this continues, Extremis Soldiers could rival the Winter Soldier in strength, even after being injected with the Super Soldier Serum.

The progress so far was highly encouraging, so Lin Feng wasn't in a hurry.

"Classify Vulture and his team into the street-level villain files, monitor them closely, but don't make a move unless necessary," Lin Feng said.

Since Spider-Man exists, this is his problem to solve.

He had no intention of overstepping his bounds. After all, Spider-Man's "father" was Iron Man, not Homelander.

Homelander just doesn't eat beef, that's all!

"By the way, Boss, there's another matter worth noting. Forces within various governments are pushing for legislation to register superheroes. If successful, they plan to take it to the United Nations," Red Queen said.

The Superhuman Registration Act?

Lin Feng suddenly remembered. There was indeed such a law that forced superheroes to register, leading to a series of tragedies when their identities were exposed and they faced unforeseen consequences.

However, not registering would cause widespread anxiety among both the government and the public.

The civil war that split the Avengers was directly caused by the Superhuman Registration Act.

Of course, the immediate trigger was the Winter Soldier incident, but the core reason remained the Registration Act itself. Even without the Winter Soldier, the ideological differences between the two sides would have eventually led to a split.

It's just that without the Winter Soldier, the split might not have been so intense, and the fallout could have been contained within a smaller scope.

The fundamental issue was that one side supported regulation, believing the government should control superheroes—represented by Tony Stark.

Yet even Tony Stark had his naive side. As a super-capitalist, even with registered status, few could truly hold him accountable.

Despite this, he still faced pressure from Secretary Ross and ran the risk of being arrested.

For ordinary civilian superheroes, the situation was even worse; they would essentially be treated as potential criminals.

Tony Stark himself was constantly wary of this and that. This wasn't unique to him; it was a common mindset among those in power.

Only by keeping everything under their control could they feel secure. In feudal times, emperors even viewed their own sons as threats and guarded against them.

Stark had the capital to protect himself and lived a relatively comfortable life. But others weren't so fortunate.

This was just the movie version. In the comics, the Superhuman Registration Act triggered a nuclear-level explosion, igniting a major event.

After Tony Stark's identity was exposed, his mansion was bombarded by helicopters. For ordinary citizens, the consequences would be unimaginable—just look at what happened to Peter Parker.

The ending of *Spider-Man 3* was relatively mild.

The comic version of identity exposure was truly devastating, threatening to wipe out an entire family in one fell swoop.

The concerns of Captain America and the others were well-founded. Having witnessed the depravity of the ruling class firsthand, he knew trusting them was as foolish as believing a sow could climb a tree or that the sun could walk alongside them.
