When Robin and Franky were escorted into the room and brought before Spandam, he immediately began showing off.
"Ha… ha… HAHAHAHAHA!" Spandam cackled proudly.
"You don't know, do you? The moment I received the good news from Admiral Aokiji, I was so thrilled I had to drink coffee to calm down! I didn't expect him to grant me—yes, ME—the authority to initiate a Buster Call!"
"Heh… hehe… HEHEHE…" His excitement grew, both hands grabbing his head as if he were overwhelmed by his own brilliance.
"The two necessary keys to revive the ancient weapon… both here. Do you understand now? Lady Luck has chosen ME."
"Hehehe… HAHAHAHA! With this power, I could command—or destroy—any major country I wanted! The power of nations rests in MY HANDS! WAHAHAHAHA!"
Robin frowned, "Why would Aokiji give you the authority for a Buster Call?"
The laughter stopped instantly.
Spandam's twisted grin froze. Slowly, he turned toward her like a ghost in a horror movie.
"…Hmmm?"
Then he suddenly snapped.
He lunged forward and punched Robin, sending her crashing to the ground.
"Don't question LORD SPANDAM, you rude woman!" he barked, waving his oversized hand dramatically. "If I hadn't discovered your value, you'd be worthless! YAHAHAHA!"
After another round of hysterical laughing, he pointed at her with a distorted smirk.
"You should be grateful—demon child of Ohara—Nico Robin."
Robin, lying on the cold floor, couldn't help recalling that horrifying memory from twenty years ago…
But Spandam gave her no time to dwell.
"Listen closely, Nico Robin. From now on, you'll suffer pain worse than death. Be mentally prepared."
He raised his chin smugly.
"First punishment. Then exploitation. Finally, disposal into the sea. Your existence is sin itself. YAHAHAHAHAHA!"
He continued laughing like a deranged animal.
Franky stood nearby sweating, horrified for her.
Yet Robin remained silent.
"Oh right," Spandam added casually, "a report just came in. Seems some idiots are trying to rescue you."
Robin's eyes widened.
"No… could it be—?"
"There's nothing surprising," Spandam grinned.
"By now they've likely been captured. Straw Hat Luffy and his crew are weeds in front of the ten thousand troops of Enies Lobby."
He clapped his hands smugly.
"Soon the ship heading to Impel Down will depart—perfect timing to send them and Cutty Flam to the Deep-Sea Prison."
This betrayal struck Robin harder than any hit. She sat up, tears streaking down her face.
"WAIT! That's not what we agreed on! I helped you under the condition they would leave safely!"
"What are you whining about?" Spandam scoffed.
He turned to Lucci.
"Lucci. Repeat the conditions."
Lucci, still seated with eyes closed, replied calmly:
"The seven members of the Straw Hat Pirates—excluding Nico Robin—will set sail safely from Water 7."
"Exactly!" Spandam said. "Not wrong at all. And they did set sail safely from Water 7."
Robin clenched her fists.
"You're twisting the agreement!"
"Tch." Franky muttered. "Talking to trash like them is pointless. They don't care about justice."
"Huh?" Spandam stomped over and stepped on Franky's head.
"SHUT UP, TRASH! We don't owe criminals promises! Damn it! DAMN IT—!"
He then stomped on Robin as well.
"Deceiving pirates to capture them is NORMAL for the Marines!"
After exhausting himself screaming and stomping, he leaned on the table to catch his breath.
A short time later, Franky was sent toward Impel Down, and Robin was ordered to Marine Headquarters—but not yet. The escort ship hadn't arrived.
Before the Cipher Pol agents dispersed to rest, Spandam raised his arms triumphantly.
"The status this event will bring us is immeasurable! Shouldn't we celebrate?"
Lucci rose, expression cold.
"I'm not interested. We do not pursue fame or privilege. Our justice belongs to the World Government. As long as they recognize you as the head of CP9, we don't need to agree with your opinions."
Spandam twitched, "Then what are you pursuing?"
Lucci stopped walking.
"…Blood. As long as we remain here—killing is legal."
Spandam froze.
Elsewhere — Sea Train
The timeline returned to the Sea Train—where Sandy was.
Since the Franky Family and the shipwrights had already disembarked, the Sea Train continued forward—but plans changed when they encountered the metal rail barriers surrounding Enies Lobby.
Standing on Yokozuna's back, Sandy pointed forward.
"Yokozuna—push that railing."
He pulled out his old speaker—and immediately dramatic battle music started blasting, the type you'd hear when Dracule Mihawk draws his sword or Shanks walks into a room.
Nami stared at him.
"…What the hell are you doing?"
Sandy: "Morale boost!"
"Guagua!" Yokozuna clapped his flippers and slammed into the railing—sending the Sea Train airborne.
Kokoro screamed, sweating.
"NO WAY—IT FLEW!"
Usopp and Chopper yelled together:
"We're gonna DIEEEEEE!"
Sandy shouted, "Everyone stick together! If you scatter, my ability gets complicated!"
With everyone grouped, he activated his ability.
[Pheromone System Ability: Space Field — Localized Spatial Replacement Activated]
The Sea Train continued soaring—crossing the first gate and heading straight toward the second.
Down below, guards panicked.
"What is THAT!?"
"A Sea Train!? TAKE COVER!"
Just before impact, Sandy raised his hand:
"Space Field — Great Space Swap!"
BOOOOM—!!
A massive impact shook the plaza—dust exploding outward.
The moment shapes became visible—
"A huge… TOAD?!"
"WAIT—THAT'S HIM!! The man with a bounty of 300 million Belly—Sleep God Sandy!"
"And Robin's accomplice! Don't underestimate that freak!"
Sandy grinned.
He remembered a fighting game where a character used a giant toad as part of their ultimate move…
So he reenacted it.
Standing heroically on Yokozuna's back, he pointed forward.
"Yokozuna."
"Guagua."
"…Is he charging an attack!?"
"Everyone prepare for impact!!"
"Will the toad shoot a shockwave?!"
A dramatic wind blew.
Everyone stared.
Nothing happened.
Silence.
Then—
BOOOOM!
Not from Sandy—
From Zoro and Sanji, carving through soldiers from the side.
"WHAT—?!"
"A DIVERSION!?"
"These pirates fight dirty!!"
As new waves of troops rushed in, Sandy once again raised his hand.
"Yokozuna."
"Guagua."
The soldiers collectively glared.
"WE'RE NOT FALLING FOR THAT AGAIN!"
But then thunder rumbled—ominous and heavy.
Soldiers looked up.
"…Dark clouds!?"
"THIS IS ENIES LOBBY—WHY ARE THERE STORMS?!"
Standing nearby, Nami twirled her Clima-Tact with a mischievous grin.
She stuck her tongue out playfully.
"⚡ Beautiful Girl Magic!⚡
Power of thunder… Ten-Thousand Volt Lightning Strike!!"
Lightning crashed down—electrocuting a massive portion of the troops until they were crisp and smoking.
"WHA—?!"
"So THEY were the real threat?!"
"…We got baited."
