Chapter 14 - Chapter 14: Tyrant

Relying on William Russell, a boss who was not short on money, and after nearly half a year of rapid expansion, Umbrella had already become a giant enterprise in Canada.

However, most of the news from Wall Street was mocking William Russell, this young boss.

Reporting on him becoming the largest shareholder of Apple and selling off Lehman Brothers' stock was considered the biggest joke.

However, this type of news incited collective anger among the public in Nova Scotia Province.

After all, Umbrella had acquired the vast majority of private hospitals in Nova Scotia Province, making medical costs so affordable they were practically free.

Hafa City, in particular, was completely planned and built through Umbrella's investments, providing a large number of job opportunities.

Even the UBCS stationed in the suburbs of Hafa City would cooperate with the local police department for joint exercises, driving the crime rate down to freezing point.

So, for such a conscientious entrepreneur to be called stupid by those trolls...

It seems like he might be a little bit.

But that doesn't mean you can call us Canadians simple-minded!

Of course, this was all on the surface.

In secret, William Russell had long since reached deals with various provincial governments in Canada.

They would transfer death row inmates and serious criminals to Umbrella for management.

Private prisons had existed since the 1980s, and since an enterprise with such an excellent reputation as Umbrella was requesting them—and it could increase the government's treasury—why not?

Why not do it?

From then on, the D-Class Personnel were born.

After returning to Hafa City, William Russell specified the company's hierarchy, largely following the Special Containment Procedures Foundation (SCP) he had encountered before he transmigrated.

D-Class Personnel: Expendable. Composed of extreme personnel such as serious criminals, death row inmates, and political prisoners. Current function is as experimental material for Halsey. In the future, they will perform various dangerous tasks.

C-Class Personnel: Basic composition. Umbrella employees who have signed confidentiality agreements, responsible for the company's normal operations, construction, recruitment, etc. Examples include workers, Doctors and Nurses, lawyers, and Security Personnel at various facilities.

B-Class Personnel: Indispensable. An important component of Umbrella, essential personnel for the company's operation. Examples include scientific researchers at the arsenal, Halsey's research team, and Agents assigned to every corner of the World to observe in secret.

A-Class Personnel: Armed Forces. Umbrella Biohazard Countermeasure Service (UBCS) and Umbrella Security Service (USS). When an emergency occurs, they have temporary command authority over D-Class to B-Class Personnel.

When it is determined that the situation is irreversible, they will take measures to eliminate evidence according to the confidentiality agreement... shooting all D-Class to C-Class Personnel in the containment breach facility, blowing up the facility, and protecting B-Class Personnel as they withdraw to a safe zone.

Olympus Board of Directors: Umbrella will never go public and will not disclose its assets. However, it is still composed of three directors: Andre, Halsey, and William Russell (who holds 95% of the shares). Among them, William Russell holds supreme authority and final control over all levels.

Security clearance levels start from C-Class, going from low to high.

Off-book enterprises: Marvel Umbrella and Umbrella Film. They do not have any security clearance and are only responsible for generating profit for Umbrella.

Umbrella's owner, William Russell, is also the largest shareholder of Apple. Meanwhile, the Lehman Brothers stock had been completely sold off by William Russell within these six months.

The cash obtained from the sell-off, as well as the profits from various departments, were deposited by the 'Finance Department'—the system—into specially opened bank accounts, kept separate from the system funds.

The changes within half a year were as follows: UBCS numbers increased to 3,000. USS numbers increased to 300.

The arsenal handled the supply of firearms, equipment, and ammunition for Umbrella's armed forces, allowing Andre to train new recruits without restraint.

At the same time, it successfully put the production of optical camouflage uniforms onto an assembly line, but since each set cost about 1.2 million, only 300 sets were produced for the USS.

The UBCS equipment was also upgraded, far exceeding the configurations of special forces in any existing country in the World.

It could be said that the arsenal's style of doing things completely followed their boss's policy... Money was not an issue.

As for "Iron Man" and "starship troopers 2," they also started filming on schedule. Since Umbrella Film was the sole investor, a large amount of capital began to flow out.

But William Russell didn't care. As long as it was something he could invest in, he wouldn't even blink, as the system funds reset every 120 days.

This was equivalent to 150 billion available to spend within a year, which was far more than 15 times Canada's annual military expenditure.

Mere hundreds of millions were really nothing in William Russell's eyes.

In half a year, he had carried out crazy expansion, acquiring a large number of enterprises within Canada and investing in government infrastructure improvements.

Umbrella had almost secretly controlled several provinces, effectively becoming a behemoth enterprise in every sense of the word.

Before the most recent reset, William Russell used all remaining funds to purchase shares in the Bank of Nova Scotia Province.

Since expenditures were guaranteed by the system, and all profits were reasonably converted by the system into bank funds, it was only a matter of time before Umbrella used capital to completely control the World.

Meanwhile, the Hive had long been completely finished under the construction of the Umbrella Engineering Team led by Kashimo.

The layout of the Hive was completely in accordance with the design by Halsey. It was roughly as follows:

The first floor was the stationing area for A-Class armed forces and the storage area for supplies and goods. It housed 200 UBCS and 20 USS specifically for protecting Halsey.

The second floor was the living and central area. It provided for the normal life, relaxation, eating, entertainment, etc., of the research personnel. The control center was located here.

The third floor was the isolation area. It was guarded by UBCS on 24-hour rotating shifts. Its characteristic was its small area, making it easy to defend and difficult to attack.

The fourth floor was the work area. Here, Halsey could happily conduct t-virus experiments, clone various bodies, and research the Super Soldier project, etc.

The fifth floor was the freezing and cold storage room. It stored a large amount of t-virus and vaccines, as well as various 'by-products' from experiments. This place was also guarded by UBCS on 24-hour rotating shifts, so that if any situation arose, it could be resolved at the first opportunity.

The volume of the Hive was much larger than in the games and movies, and the safety factor was also much higher.

January 27, 2007; Hive underground research facility, a certain observation laboratory on the fourth floor;

Halsey and William Russell were standing behind giant bulletproof glass, looking at the spacious trial ground outside the window.

Inside was a grey humanoid creature over two meters tall, wearing a green leather coat. It was moving according to instructions, climbing over obstacles, advancing rapidly, and destroying target dummies.

"How is it, Boss William Russell?" Halsey asked, her left hand on her hip, her right hand gesturing toward the glass. She turned to William Russell and smiled, "This is the T-103. It can be completely controlled and can also be mass-produced."

The T-103, whose full name is Tyrant-103.

William Russell was now standing with his mouth slightly open, unable to believe that Halsey had actually managed to create the most stable Tyrant from the resident evil game. This was the ultimate multi-purpose tool, wasn't it?!
