Though he felt invogorated and justified, Jack had just commited to types if crimes, the first one, the crime of draining the cultivation of ones own species or allied species carried with it a life sentence, the other on, unless government,or council, sanctioned, sealing someone's awakened stated carried the death penalty. Jack had not only drained and obsorbed the entire accumulated cultivation of Tanner nor did he only seal Tanner's awakening permanently, he did so in front of no less the twenty witness. Fortunately, each one of them act dazed and discombobulated. Apparently Tanner's awakened innate ability, which through the cultivation and sealing Tanner's awakening, was now his, is the ability to make thralls oit of beasts and, to Jack's horror even sentient lifeforms.
"How could he do this to his own people?" Jack was borh disgusted and angry.
All of a sudden, Jack felt his wrists bind behind his back just as a member of the Council Guard stepped beside him.
"Good job. I was on my way here to do just that. Unfortunately, though, neither do you have the authority to seal someone's awakening, but you did so without the need for a material based ritual. The latter means one of two things, one you bought a black market and illegal skill, or two the most likely one, is that you either gained the sealing skill when you awakened or you got it in one of your two breakthroughs..." the man... thing... person... place his hand solemnly on Jack's shoulder. "Either way, I have no choice bit to brimg you before the council. I can protect you from the death semtemce and possibly any prison time arguing that your classmate have his awakening sealed had been santioned even though the responsibility fell onto me. However, draining someone's cultivation might be a little tricky."
"Would it help if I told you that the swaling is permanent?" Jack asked hopeful.
"It would because it would mean that his cultivation would go to waste. However, there's no possible way to permanently seal an awakening." The Council Guard replied with a glimmer of disappointment in not being able to take this young human as a pupil. "He has a lot of potentional. Not only was he able to make two breakthroughs in less then a week, but he has a great since of justice."
Jack's face contorted in confusion when he realized the Council Guard had spoke about him having two breakthroughs.
"How... how does he know?" Jack thought before speaking. "How..."
"How did I know about you having had two breathrougjs already? There's a reason the council members are council members, The System has given each member the ability to track all awakened, and partially awakened... the former the track the progress of but are unable to see their skills. The latter however, though only one member has the ability to now, track, and see the partially awakened, she can also see the necessary requirements for them to become true awakened." The guard looked at his wrist where a thick vambrace was. "No more questions. We'll be late as it is."

"How can instantaneous breakthroughs be upgraded upon?" Jack thought as he sat with the Council Guard in a transport to the RING OF COUNCIL, a space station orbiting a binary star.
Though originally design for the pre-awakening councilors, the awakened councilors made easy use of it, and though reluctant, the previous councilors, who possessed no skill that allowed them to track awakeneds and their progress, stepped down from their positions.

Meanwhile, back on Earth...
Tanner was transported to a hospital.
"I never heard of someone becoming comatose after having their awakening sealed. Temporarily crippled; yes, but comatose... that's unheard of..." A doctor says to Tanner's parents.

The transport ship carrying Jack and gis Council Guard escort finally docked in the RING'S docking bay. A loud hiss is heard as the airlock releases and opens to a steel platform. A Council Guard who looks a bit dazed steps out of the airlock before shaking off the dizziness before grabbing Jack's arm and pulling him off the transport.
During the two weeks it took to get to the RC, Jack had spent most of his time cultivating and breaking through. Thanks to Tanner's cultivation that Jack had absorbed, Jack was able to make five more breakthroughs instead of just four. Just as the transport had arrived to the RC, the council guard had approached him to give him a warning.
"I've just been informed by the council that you've continued to cultivate. The only reason they allowed you..." While speaking to Jack the two of them had made it to the airlock and getting ready to leave the ship.
After being gently pushed, the council guard took a step out of the airlock when it had opened. Shaking off a dizzispell that he thought might have been caused by moving from the artificial gravity to the docking bay that had no gravity (purposefully), he grabbed Jack's arm and began to escourt him to the council chambers.
"Finish what you were saying."
If the guard had been in his right state of mind he would not have finished, though, he wasn't as Jack had enthralled him.
"The council cannot track your progress anymore."
"Good. You will still escort me to the council chamber as if I'm still in your custody. However, when I present to the council that BINDINGS HAVE NO EFFECT ON ME you will begin to help me escape by making it convincingly appear that you are trying to re-detain me."
The walk ti the council chamber wasn't a very long one, though Jack felt a bit bored. Inside the chamber, nine people of various species was sitting at a long table. The center and most dominant seat was occupied by the human councilor.
"We have been informed by ATOM Shrikna that you not only sealed..." the human councilor spoke looking down at some documents every so often, "... Tanner's awakened state, but you also drained some of his cultivation. Normally you would receive punishment for both of these crimes, but ATOM Shrikna made a great point that you only carried out a sanctioned sealing. That being said, We can not let you..."
"Councilor, let the boy speak. He obviously wants to say something, otherwise why else would he gave his han... hand raised?" Another councilor just realized that Jack's hand shouldn't be raised because it should've been bound behind his back.
"Yeah, sorry... look, first, I drained his cultivation completely absorbing all of it and taking his awakened skill in the process. Second, I sealed away his awakened state permanently, and finally, BINDINGS HAVE NO EFFECT ON ME."
As soon as Jack said the last sentence, he struck ATOM Shrikna and proceeded to escape. As instructed earlier ATOM Shrikna, in the councilors perspective, did everything he could to prevent Jack escaping while in reality helped him escape.
