The atmosphere inside the assembly hall of Phil-Semi Solutions in Laguna was absolute zero. Xavier stood on a small platform, his full clean suit making him look like a miniature astronaut.
Beside him, Arthur Guan, Engineer Alvin, and Mr. Tan were gathered around a single, velvet-covered pedestal.
"In the first life, I watched the world change from a cubicle" Xavier whispered, his voice caught by the internal mic of his mask.
"This time, I'm the one pulling the trigger"
Mei-Mei was there too, her own tiny cleanroom suit decorated with sparkly star stickers. She was holding a large, golden pair of scissors.
"Is it time for the magic bean?" she asked, her voice muffled but bubbling with excitement.
"It's better than a bean, Mei" Xavier said, nodding to her.
Mei-Mei snipped the velvet ribbon. Xavier pulled back the cloth to reveal a single silicon wafer, etched with a pattern so complex it looked like a galaxy captured in glass.
In the center, a single chip was highlighted—a silver square no larger than a fingernail.
THE VOLT-1
"Sixty-five nanometers" Engineer Alvin murmured, his eyes wide with a mix of awe and disbelief.
"Yield rate: ninety-four percent. Integrated 3G baseband, hardware-level encryption, and a power consumption profile that is forty percent lower than the current ARM standards. Mr. Guan... this isn't just a chip. This is a silver bullet"
Arthur placed a hand on Xavier's shoulder. He didn't need to see the data to know the value. He saw the pride in his son's eyes.

"We don't rely on the global credit, Mr. Lee" Arthur said, his voice carrying the calm authority Xavier had coached into him.
"We rely on Guan Steel and Phil-Semi Silicon. Welcome to Vanguard"
They spent the afternoon in the executive boardroom. While the girls were busy drawing "rainbow dragons" on their synced tablets, the men were redrawing the regional map.
"Singapore is looking for a secondary manufacturing hub that isn't tied to the US dollar or the Chinese supply chains" David Lee explained, looking at the Volt-1 specifications.
"If your yield rates are real, and if your 3G mesh can scale to 4G... we're not just talking about a partnership. We're talking about a regional standard"
Xavier, sitting at the small children's table with the girls, tapped a command into his 2031 phone.

If Singapore provides the subsea landing, Vanguard will provide the terrestrial spine. We can make Manila the fastest data-hub in the ASEAN by 2010"
David Lee's eyes sharpened. He realized then that he wasn't just talking to a factory owner. He was talking to a sovereign entity.

"The property developers are over-leveraged on dollar-debt. When the peso hits 48 by Friday, they won't be able to pay their interest. But Vanguard Bank has $400 million in realized cash reserves"
Xavier began the execution. Using the "Shells"—*Blue Shield*, *Iron Vine*, and *Silent River*—he began snapping up the distressed shares of the national giants.

He found Arthur and Clara sitting on the balcony, watching the chaos of the city below. The Manila Stock Exchange building in the distance was still lit up, a frantic beacon in the dark.
Arthur looked at Xavier and gestured for him to come over. He picked up his eight-year-old son and sat him on his lap.
"The radio says it's the end of the world, A-Ba" Arthur said, his voice quiet.

"For the world, maybe" Xavier said, leaning his head against his father's chest.
"But for us, Pa... the furnace is just getting hot"
Clara reached out and squeezed Xavier's hand.
"I saw the news about Representative Santos. They're saying he's being removed from the committee because of the 'Vanguard Leaks'. You really did it, didn't you?"
"I told you, Ma" Xavier whispered. "I won't let anything touch us this time"
Mei-Mei came running onto the balcony then, holding her "Magic Book" She pointed to the screen, where Sophia Lee was waving from Singapore.
"Kuya! Sophia said her Papa is coming back tomorrow! He said the dragons in Singapore want to talk to our dragons!"
Xavier smiled, looking at the city lights. He had the steel. He had the silicon. He had the bank. And now, he had the regional bridge.
