They saw that as reasonable and they were not necessarily sure they had enough individual with potential to reach that level of power so they agreed.
Now why would he allow that number, because if he was going to be threatened,he felt everyone else should be in the same position. He also believed that the method in which they found to pass their power would make sure humans continue to have SSS rank, oh he was so wrong.
Not about the shared threat but about human potential, now while the Forest holds 3 genuine SS+, humans are stuck with 7 pirated version,so what stop the forest from attacking humans well the deal he made,he also stated that for a certain amount of time both humans and their race were not allowed to go to war with each other.
That was is final insurance, to control the human kingdom, because he refused to tell anyone how long they have until everyone is fair game. So they can either choose to conserve their power in other to protect themselves from the future threat of the forest or they can fight and be caught unaware and unprepared.
So every kingdom obviously chose to conserve their strength and wait for the attack, rather than, fight the exiting threat. Hahaha humans proved again why they were never destined to win.
